Abstract
The Air Putih Village Office is a government agency responsible for providing services for the process of issuing land certificates in Air Putih Village. Currently, in the process of making land certificate data, officers enter data obtained from the public into the Microsoft Word application to make land certificates. This method can cause changes to the letter Format, errors in entering data, and the risk of losing letter data. In the process of making land documents, there are several data that need to be protected, such as personal inFormation of landowners, technical data about land, land transaction data and data of witnesses. Therefore, data security and confidentiality must be maintained properly so that the risk of errors and misuse of inFormation can be minimized. The results of this study resulted in a website-based application system for making land documents that can make land certificates at the village office and to maintain data security on the database side this research uses the Hill Cipher algorithm, Hill Cipher a classic symmetric key cryptographic technique used for encryption and decryption messages using matrix operations from tests carried out that the Hill Cipher algorithm succeeded in encrypting and decrypting data in the application for making land letters the results of the Hill Cipher algorithm's accuracy level for data in this database reached 84%.
