Abstract
This research was conducted with the aim of knowing the procedure for issuing a sailing approval letter on a passenger ship, and the role of the harbormaster's office and port authority. The issues that will be discussed in this final project are the procedure for issuing a sailing approval letter and the role of the harbor master. This final project research was conducted at the Tanjung Balai Karimun Class I Port Authority and Harbormaster Office from February to July 2023. The method used by the authors in researchers used to obtain information through observation,interviews and documentation. The results of this study are that the issuance of a sailing approval letter in improving sailing safety at the harbormaster office and class I port authority of tanjung balai karimun is very important to ensure that the ship already has a seaworthiness certificate, complete safety equipment and has letters and documents of seaworthiness and security requirements boat. So he will carry out an administrative inspection and physical inspection of the ship by harbor syahbandar officers. So that an administrative inspection and physical inspection of the ship was held by the harbor syahbandar officer.
