Abstract
Merbau Island is a sub-district located in Meranti Regency, Riau Province. Geographically, Merbau Island Regency consists of seven villages namely, Renak Dungun Village, Kuala Merbau Village, Tanjung Bunga Village, Centai Village, Teluk Ketapang Village, Semukut Village, and Baran Melintang Village. According to the Badan Statistik for the Meranti Islands Regency, the area of Merbau Island is 380.40 km2. The northern part of Merbau Island is bordered by the Malacca Strait, the southern part of Merbau Island is bordered by Tebing Tinggi Regency, the western part of Merbau Island is bordered by Merbau Regency and the eastern part of Merbau Island is bordered by West Rangsang Regency. Pulau Merbau sub-district lacks infrastructure and transportation. OnMerbau Island there is only one Puskesmas in Renak Dungun Village and one Sub-Puskesmas in Semukut Village. While the hospital is in the center of the capital city of the Meranti Islands Regency, namely in the Long Strait. Inadequate health facilities on Merbau Island and inadequate road facilities so that to support health facilities on Merbau Island an ambulance boat is needed as a special means of transportation. This study uses a qualitative descriptive concept and SWOT analysis. Matrix analysis shows that the results of the analysis are in quadrant I (STRATEGY GROWTH). This STRATEGY focuses on SO (strength-Opportunities) strategies in Quadrant I (Growth). So from the results of the SWOT analysis, an ambulance is urgently needed in Merbau Island Regency. The main ship data obtained, L = 9.885m, B = 2m, H = 1.122m, and T = 0.4m. The ship's resistance is based on the running results which are carried out to move the ship so that it can sail at the desired speed, the power is 80% of the maximum power produced, namely at a speed of 26 knots, it is obtained 650,371 KW. The stability of the ambulance ship is in accordance with IMO standards. This ship design stability meets the regulatory standards of IMO (International Maritme Organization) A.749 (18).
