Abstract
The Dumai City Government plans to change the Freight Transportation Route, which originally passed through Cut Nyak Dien Street, and will be redirected to the Parit Kitang alternative route. This route change is expected to impact issues such as road damage and pollution. Therefore, a study on the capacity and performance of the road segments is necessary. The objective of this research is to assess the performance of Cut Nyak Dien Street after the separation of heavy vehicles and the performance of Parit Kitang Street following the change in the freight transportation route, according to the PKJI 2023 method, and to simulate it using the PTV Vissim 9 Student Version application. This research evaluates the effectiveness of rerouting heavy vehicles from Cut Nyak Dien Street and using Parit Kitang Street as an alternative route to reduce congestion. The results show that the diversion of heavy vehicles from Cut Nyak Dien Street has proven effective in reducing traffic flow and saturation levels, as well as improving the Level of Service (LOS). Parit Kitang Street, as an alternative route, shows excellent results with low saturation levels and high LOS (A to C), indicating its ability to accommodate the additional traffic flow well. A 10-year projection shows that Cut Nyak Dien Street will experience a significant increase in traffic flow and saturation levels, leading to congestion if no intervention is made. To address potential congestion and improve traffic conditions, changes to the freight transportation route and the use of alternative routes such as Parit Kitang Street are highly recommended.
