Abstract
The purpose of this study was to determine how the performance of the Village Community Empowerment Service in terms of timeliness in accountability reports. The Performance Efforts of the Village Community Empowerment Service in the Accountability Report. Factors inhibiting the performance of the Village Community Empowerment Service in the Accountability Report. The type of data used in this study is qualitative data with a descriptive qualitative method approach. Research data obtained from the Department of Community and Village Empowerment. Data collection techniques in this study are interviews and documentation. The results of the research obtained are, Overall the target of the Accountability Report Performance of the Bengkalis Regency community and village empowerment has been achieved and successfully implemented from 4 (four) targets and 6 indicators were declared successful with an average achievement of >100% of the target, in 2019 decreased by 15% from 2018 with 4 targets and 11 (eleven) indicators with a target of >85%, while in 2020 the achievement of Performance was >90%. The efforts of the Community and Village Empowerment Service are to provide regulations on the implementation of the tasks of the Regent and local officials as well as the Community and Village Empowerment Service. The factor facing the obstacle to the performance of the Village Community Empowerment Service in the Bengkalis Regency Accountability Report is the delay in the Village setting the APBDes because they have to wait for new regulations and other obstacles, weather factors, problems with village officials and village human resources.
