Abstract
The purpose of the study was to find out the obstacles faced by the Kelebuk Village Government. This research method used a descriptive qualitative approach. Data was collected by interview observation and documentation with analysis techniques through three stages, namely reduks data. Presentation of data, making conclusions and verification. The results of the study show that the policy taken by the Kelebuk Village Government by budgeting the BLT program for the people of Kelebuk Village has not been appropriate and has not run well and has not been able to overcome the problems that have arisen in the community due to the impact and covid-19 that causes poor people and loss of currency. The inhibiting factor that is caused and becomes a reference for the Village Government is the Village fund which is experiencing delays in the distribution of Village funds to one of the BLT recipient communities.
