Abstract
This study aims to determine the management of zakat at the National Amil Zakat Agency (BAZNAS) Bengkalis Regency and the obstacles it faces. This type of research is a qualitative descriptive analysis using primary data obtained from interviews with zakat managers at BAZNAS Bengkalis Regency and secondary data obtained from other supporting documents. In the sampling technique, the researcher used purposive sampling with 25 informants on mustahik who received the BAZNAS mainstay program. The results of the study show that zakat management from the aspect of zakat collection at BAZNAS has technically been carried out in accordance with applicable regulations. Zakat management from the aspect of zakat distribution at the planning stage is in accordance with applicable regulations, while at the implementation and control stages it has not been carried out in accordance with applicable regulations. Zakat management from the aspect of zakat utilization at the planning stage is in accordance with applicable regulations, while at the implementation and control stages it has not been carried out in accordance with applicable regulations. The obstacles in the aspect of collecting, distributing and utilizing zakat are that muzzaki who pay zakat still use traditional methods and lack understanding, some of the mustahik candidates feel that they are poor people even though they don't really need help from BAZNAS and there are some mustahik who always depend on BAZNAS to get zakat assistance on an ongoing basis.
