Abstract

This study aims to analyze the implementation of E-Procurement through the Electronic Procurement Service (LPSE) and E-Catalog in the procurement process at the Procurement Unit (UKPBJ) of Bengkalis Regency. This research employs a descriptive qualitative approach supported by quantitative data as complementary data. Data were collected through interviews and questionnaires involving parties engaged in the procurement process. The analysis was conducted based on efficiency and effectiveness indicators and by comparing the characteristics of LPSE and E-Catalog. The results indicate that the implementation of E-Procurement has generally been carried out properly and in accordance with applicable procurement regulations. LPSE is more effective in supporting transparency and procedural control in complex procurement, while ECatalog enhances efficiency by accelerating routine procurement through a simpler mechanism. Both systems complement each other in promoting optimal, transparent, and accountable public procurement.
