Abstract

The achievement of the Village Sustainable Development Goals (Village SDGs) requires the implementation of good, transparent, and participatory village governance. The principles of Good Governance serve as a fundamental foundation to ensure that village development planning, implementation, and evaluation processes are carried out effectively and oriented toward community welfare. This study aims to analyze the implementation of Good Governance principles and to identify the supporting and inhibiting factors in achieving the Village SDGs in Bantan Subdistrict, Bengkalis Regency. This research employs a qualitative approach with a descriptive-analytical method. The theoretical framework is based on the concept of Good Governance, which includes the principles of transparency, accountability, participation, responsiveness, and the integrity of village officials, as well as the Village SDGs concept as a framework for sustainable development at the local level. Data were collected through in-depth interviews, field observations, and documentation in three villages, namely Selat Baru Village, Muntai Village, and Resam Lapis Village. The findings indicate that the implementation of Good Governance principles in the three villages has generally been carried out satisfactorily, particularly in aspects of development planning, information transparency, the integrity of village officials, and community involvement in village deliberation forums. However, several challenges remain, including limited capacity of village officials in managing digital systems, regulatory complexity, technical constraints in Village SDGs data collection, and uneven community participation. This study concludes that the implementation of Good Governance principles plays a significant role in supporting the achievement of the Village SDGs. Nevertheless, it requires strengthening institutional capacity, optimizing the use of technology, and developing strategies to enhance community participation to ensure sustainable village development.
