Abstract
This study examines administrative hurdles in processing seafarer documents and irregular crew rotation schedules, which frequently disrupt the company's fleet operations. The research aims to analyze crew management oversight mechanisms, identify obstacles, and formulate strategies to optimize operations. A descriptive qualitative method was employed, utilizing agency observations, interviews with crewing staff, and a review of seafarer documentation. The findings indicate that the processing mechanism— conducted in conjunction with the Class I Harbormaster and Port Authority (KSOP) of Dumai—is systematic. However, obstacles persist, including manual document monitoring, delays in receiving vessel Estimated Time of Arrival (ETA) information, and technical issues with the ministry's online application server. These obstacles directly result in extended vessel waiting times (berthing time). The study concludes that the efficiency of crew management relies heavily on document administration and robust inter-departmental coordination. Recommendations for the company include implementing Standard Operating Procedures (SOPs) for periodic ETA updates, transitioning to a digital crewing database (Cloud-Based Crewing System) featuring automatic reminders 90 days prior to document expiration, coordinating manually during digital system failures, and verifying the availability of authorized officials before printing crewing documents to ensure a smooth signing process.
