The registration process for workforce training and certification at the Department of Manpower and Transmigration (DISNAKERTRANS) of Bengkalis Regency, Mandau District, is still conducted manually, requiring participants to visit the office in person, causing difficulties in data management, and resulting in delays in the verification process and certificate issuance. This study aims to develop a web-based workforce training and certification registration application to facilitate the participant registration process and assist UPTLK DISNAKERTRANS in managing training and certification data. The system development method used is the Waterfall method, implemented using the Laravel framework, PHP programming language, and MySQL database. Testing was conducted using Black Box Testing and testing involving UPTLK DISNAKERTRANS as the user partner. The results of Black Box Testing show that all main application features function as intended. The results of testing involving UPTLK DISNAKERTRANS show that the application can be used effectively and meets the needs for managing participant data, training, schedules, registration, and certification. The success of the application was measured based on the conformity of its functions with the testing scenarios and user assessments of the system's ease of use. Therefore, the developed application can facilitate the registration process and the management of training and certification data.
