Sistem Pendukung Keputusan dan Pengaduan Dalam Evaluasi Penerima Beasiswa KIP-K di Politeknik Negeri Bengkalis

The Indonesia Smart Card Program for College (KIP-K) is a government educational assistance program aimed at supporting students from underprivileged families with academic potential. However, periodic evaluation is required to ensure that the assistance is properly targeted. At Bengkalis State Polytechnic, the evaluation process for KIP-K scholarship recipients is still conducted manually and has not yet been integrated with a complaint system, which may lead to subjectivity and inaccuracies in decision-making. This study aims to design and develop a webbased Decision Support and Complaint System for evaluating KIP-K scholarship recipients. The decision-making method applied is the Weighted Product (WP) method, with assessment criteria including Grade Point Average (GPA), participation in academic and non-academic activities or achievements, character assessment by academic advisors, ownership of national and international certifications, and reports on the utilization of KIP-K funds. The system also provides a complaint feature that can be used by lecturers and non-KIP-K recipient students as a form of additional supervision and evaluation. The system development method used is Rapid Application Development (RAD), and the system is implemented using the Laravel framework and a MySQL database. The results show that the developed system is able to assist the student affairs department in evaluating KIP-K scholarship recipients in a more objective, transparent, and systematic manner, as well as facilitating decision-making in determining scholarship eligibility.
