Abstract

This study aims to identify operational equipment for oil pollution prevention in accordance with MARPOL requirements and to analyze the implementation of the oil pollution prevention system at PT Pertamina Trans Kontinental, Sei Pakning Port. A qualitative descriptive method was employed, utilizing data collection techniques such as literature review, observation, interviews, and documentation. The study was conducted in June 2026, with data analyzed descriptively based on MARPOL Annex I, OPRC 1990, and Ministry of Transportation Regulation Number 58 of 2013. The results indicate that the company possesses key Oil Spill Response equipment, including oil booms, oil skimmers, pollutanks, dispersants, sorbents (pads, pillows, and booms), and oil sea spray systems. Furthermore, the oil pollution prevention system has been implemented through the provision of equipment, the establishment of a Tier-1 Oil Spill Response organization, the conduct of oil spill drills, and the application of Standard Operating Procedures (SOP). However, improvements regarding equipment quantity, maintenance, and personnel competence are still required to support operational readiness.
