Abstract

Occupational Safety and Health (OSH) is an important aspect of road construction projects because each stage of work has potential hazards that may cause occupational accidents. The Ketam Putih–Sekodi Road Improvement Project still has OSH implementation and supervision that are not fully optimal, including dust exposure, the risk of being hit or sideswiped by heavy equipment and vehicles, slippery road conditions, and the need to improve safety signs and traffic management. This study aims to evaluate OSH implementation, identify potential hazards and risk levels, and determine control measures at each stage of work. The benefit of this study is to provide input for improving OSH implementation and
to add references regarding OSH in road construction projects. The research object was OSH implementation in the Ketam Putih–Sekodi Road Improvement Project, involving 20 respondents consisting of foremen, workers, laborers, and operators. Data were collected through observation, interviews, checklists, questionnaires, and documentation. Risk analysis used HIRARC (Hazard Identification, Risk Assessment and Risk Control) and JSA (Job Safety Analysis). The results showed that OSH implementation had been carried out but was not yet optimal. A total of 71 potential hazards were identified, with risk levels categorized as Low, Moderate, High, and Extreme. High risks were mainly
found in heavy equipment activities, project vehicles, excavation, concrete casting, and finishing activities
related to traffic. Required controls include the use of PPE, safety signs and safety lines, traffic management using flagmen, heavy equipment inspections, work supervision, safety induction, and toolbox meetings. In conclusion, OSH implementation has been carried out but needs consistent improvement, particularly for Moderate, High, and Extreme risks, to minimize occupational accidents and create a
safer working environment.
