Abstract

This Final Project (TA) aims to determine the effect of late issuance of documents in a ship departure process which is one of the risks for delays in ship departures and human resource development at the Dumai Class I Harbormaster and Port Authority office. The problems that will be discussed in this final project are what are the influences of human resources in delays in the process of issuing ship documents at the Kesyahbandaran and Port Authority offices and how to develop human resources at the Kesyahbandaran and Port Authority Dumai Class I offices. And this research was carried out starting from February to August 2023 at the Kesyahbandaran and Port Authority Class I Dumai and PT. Advanced Work Image. The method used through observation, interviews, and documentation. Human resources (HR) is one that is very important and cannot even be separated from an organization, both institutions and companies and human resources are also the key that determines the development of a company. From the results of this study, it is the influence of human resources in the delay in the process of issuing ship documents at the Class I Dumai Port Authority and Harbor Authority office which has human resources that are less effective in their field and experience so that the delay in the process of issuing ship departure documents affects delays in ship departure activities and development of good human resources so that they can carry out their work properly so that they can carry out developments for companies or offices of the Dumai Class I Harbormaster and Port Authority.
