Abstract
This study aims to determine the service procedures for the arrival and departure of foreign ships at the port and to find out the obstacles upon arrival and departure of ships at PT. Pelayaran Cahaya Papua, Dumai branch, as for the problems that the author found in this study, namely obstacles at the time of arrival and departure of ships at PT. The cruise of the light of Papua, Dumai branch, when this research was started from February to July, where this research was carried out at PT. Pelayaran Cahaya Papua, Dumai Branch, the data collection method used is the method of observation, interviews, and documentation. The results of this study are first, before the arrival of the ship, PT. Ship Departure Procedures (Clearance Out) Clearance Out ships, and Departure Documents, the two obstacles at the time of arrival of the ship, namely, the lack of employees in processing ship documents/certificates and obstacles at the time of ship departure, namely, for the destination port there is no/not yet clear.
