Abstract
This research was conducted in five villages located in Bandar Khalifah Subdistrict, Serdang Bedagai Regency, namely Bandar Tengah Village, Juhar Village, Pekan Bandar Khalifah Village, Gelam Sei Serimah Village, and Kayu Besar Village, since June 2023. The objective of this research is to study the implementation of the Village Fund and the Village Fund Allocation in village development. The research also aims to understand how the village government efforts to enhance village development through the Village Fund and the Village Fund Allocation. The types of data used in this research are primary and secondary data. The data collection techniques used in this study include observation, interviews, and documentation. The results of the research indicate that: (1) Village development through the Village Fund is carried out according to the needs of each village as decided during village meetings. (2) The Village Fund Allocation for village development has not been well implemented, as it is primarily used for the operational needs of village officials rather than for village development. (3) The village governments in Bandar Khalifah Subdistrict, Serdang Bedagai Regency, rely heavily on the Village Fund and Village Fund Allocation for implementing village development. (4) The village governments in Bandar Khalifah Subdistrict, Serdang Bedagai Regency, are making efforts to enhance village development through participatory planning that involves the community in the development process.
