Abstract

The purpose of this research is to find out the process of issuing a sailing approval letter, the parties involved in the process of issuing a sailing approval letter and the obstacles experienced in issuing a sailing approval letter at the office. This research was conducted at the Harbor Master's Office and the Dumai Port Authority. This research will be carried out in March-August 2024. Data collection techniques in this research used interviews and documentation. The data analysis technique used in this research uses qualitative, descriptive methods and a phenomenological approach. Where phenomology uses direct experience as a way to understand the world. The results of the research are that the process of issuing a sailing approval letter is carried out in several stages and involves several parties. The obstacles in issuing a sailing approval letter are that there are several incomplete documents, some officers who are directly related to the service process do not have competence in their field so that the service process can constrained, and the ship's equipment does not meet the safety standards set by KSOP Class 1 Dumai. The efforts made are improving communication between the ship and KSOP Dumai, making SPB issuance procedures more efficient and transparent, increasing awareness of safety regulations and shipworthiness, conducting training for KSOP Class 1 Dumai officers.
