Abstract

This study aims to analyze the optimization of the policy of issuing Sailing Approval Letters (SPB) at the Harbormaster and Port Authority Office (KSOP) Class II Pekanbaru. The research variable is optimizing the Policy of issuing Sailing Approval Letters consisting of four indicators of policy optimization, namely: Communication, Resources, Disposition and Bureaucratic Structure. The research method used is a qualitative research method. Data collection techniques by conducting observations, interviews and documentation studies. The information used as the object of the study is the officer implementing the Sailing Approval Letter service at KSOP along with the owner or shipping agent registered with KSOP. From the results of the study, it is known that there are factors that influence the issuance of sailing approval letters (SPB) at the Harbormaster and Port Authority Office (KSOP) Class II Pekanbaru, namely supporting factors and inhibiting factors. The obstacles faced in issuing a sailing approval letter (SPB) at the Pekanbaru Class II Harbormaster and Port Authority (KSOP) office are documents that do not meet KSOP standards and are incomplete or inappropriate and ship equipment that does not meet the safety standards set by KSOP.
