Abstract
Administrative services are an activity (serving) or providing services to people who have an interest in an agency by referring to the rules and procedures that have been determined. The problem that often occurs is that services to the community are still done manually, people come to the village office with a cover letter from the RT, the RW knows and brings the documents needed to make the letter, then the people wait their turn to be served by the village officials. Based on the problems above, based on the problems above, an administrative service system is needed with the name "Administrative Service Application" which provides administrative services for writing letters according to community needs. This system will be built on a mobile basis using the Extreme Programming method and the Flutter programming language and Dart programming. . The aim of this research is the design and development of a mobile quick response code-based village administration service application using the extreme programming method which provides convenience for community services in the form of an administration service system that can be operated online by village communities. The application was tested using 2 types of tests, namely lighting intensity and distance between the computer device and the marker. Where the application test results can read the marker well at a light intensity of 1.0 - 500 Lux and the distance between the marker and the device can be read well at a distance of 10 cm - 65 cm. The application of the Extreme Programming method can build village administration service applications that are more structured and can help the community in administrative services in Sumber Jaya village
