Abstract
This final project is a stage in conducting research aimed at understanding the Standard Operating Procedures (SOP) for ship inspections by the Port Health Quarantine Office Class I Dumai, Sungai Pakning working area. The goal is to identify the obstacles faced in implementing these SOP. The research problem is formulated as follows: How are the Standard Operating Procedures for ship inspections by the Port Health Quarantine Office Class I Dumai, Sungai Pakning working area applied? And what challenges are faced in implementing these SOP.The research method used is qualitative, including field observation. The research is conducted at the Port Health Quarantine Office Class I Dumai, Sungai Pakning working area from March to August 2024. The results indicate that the implementation of the SOP for health quarantine inspections on ships at the Port Health Quarantine Office Class I Dumai, Sungai Pakning working area involves important stages, from the notification of ship arrival to the reporting of inspection results. Most ships undergo inspection without significant health issues, with an average inspection time of about 2 hours. However, there are deficiencies in SOP compliance, particularly in the inspection of ship crews, which can increase the risk of communicable disease spread. Major challenges identified include limitations in equipment and supplies, restricted maintenance of facilities, communication difficulties with international crews, and unfavorable weather conditions. Recommendations include improving equipment procurement, implementing a structured maintenance system, language training, and adjusting procedures according to weather conditions to enhance the effectiveness and efficiency of the SOP.
