Abstract
The purpose of this study was to determine the achievement of the target for heavy equipment rental levies (PUPR) in Bengkalis Regency, the target of heavy equipment rental at the public works and spatial planning office (PUPR) and obstacles in the heavy equipment rental levy at the public works and spatial planning office (PUPR). Bengkalis Regency. The type of data used in this study is qualitative data with a descriptive qualitative method approach. The results of this study indicate that (1) the target of PUPR in Bengkalis Regency is Rp.3.000.000.000 and with a total optimization of heavy equipment of Rp.3.392.000.000, so in 1 year PUPR must optimize heavy equipment rental with an income of 3.3 billion. (2) Bengkalis Regency PUPR heavy equipment rental income, precisely in January 2019, rental income with the highest percentage or graph of Rp.62.745.000 with an achievement target of 75.29%, among other months, because the one who rents heavy equipment at the Regency PUPR Workshop Bengkalis is still low (3) The levy for renting heavy equipment in Bengkalis Regency is still lacking in human resources, lack of heavy equipment, very high competition for heavy equipment rental, work results, and lack of utilization of heavy equipment owned.
