Abstract

This study aims to determine the Mechanism of Distribution of General Allocation Funds from the Bengkalis Regency Government and the Allocation of General Allocation Funds from the Bengkalis Regency Government. The type of data used in this study is qualitative data. The research data was obtained from the Bengkalis Regency BPKAD. Data collection techniques in this study are interviews and document studies. The results of the research obtained are that the 2020 DAU distribution is carried out every month at 1/12 of the allocation. Taking into account the monthly data reports, namely the Estimated Expenditure Report and Cash Position Report, are data from all SKPD. The allocation of DAU in the APBN which is not final or can be changed following changes in the net PDN in the Revised APBN can bring the burden of APBN expenditure for DAU closer to the state's financial ability to fund the DAU. The use of DAU is not limited to shopping posts or its use. Therefore, regions can freely use these funds for their desired needs. Most of the autonomous regions in Indonesia rely heavily on the role of the DAU in financing development and governance. Most of the DAU or almost half of it is used for personnel expenditures, such as salaries for PNSD, thus reducing the allocation of capital expenditures. Personnel expenditure in Bengkalis Regency is very high so that the use of the DAU allocation is not effective in promoting regional development.
