Abstract
This research aims to know how to plan the needs of State-owned goods for procurement, how to plan the needs of state-owned property for maintenance according to Government Regulation No. 28 of 2020 on the management of State property, and what obstacles are in the administration of state-owned assets in the planning of the needs of state-owned goods in the State Polytechnic of Bengkalis. This type of research is qualitative, using primary and secondary data. The informant in this research is the Sub-General Division as a State-owned property manager at the Bengkalis State Polytechnic. The data collection techniques in this study are interviews and documentation. The results of the research obtained inform the planning of the needs of State-owned goods for procurement and maintenance in accordance with Government Regulation No. 28 of 2020 on the management of State property. However, there are still problems at the time of submission of the proposal for RKBMN procurement to the User Assistant Unit of Goods undergoing rejection of State-owned goods proposed to be held because there is no availability of State property in the user environment of goods. Whereas the proposal of RKBMN maintenance does not result in the rejection of State-owned goods proposed for maintenance because, in the preparation of the proposed RKBMN maintenance, the goods already comply with the standards, the recommendation of RKBN maintenance pays attention to the existence of the State-owned goods by presenting the condition of goods in good condition or slightly damaged and presenting the status of the Goods.
