Abstract
This study aims to find out how the principles of accountability, transparency, participation and constraints are applied in the management of ADD in Bantan District, Bengkalis Regency in 2021 based on Permendagri No. 20 of 2018. The types of data used in this research are primary data and secondary data. Data collection techniques in this study were interviews, observation, questionnaires and documentation. The results of this study indicate that the Governments of Bantan Tua Village, West Muntai Village, Jangkang Village, Mentayan Village, Teluk Papal Village, Sukamaju Village, and Resam Lapis Village in general have implemented the principles of accountability, transparency, and participation in the management of ADD starting from the planning stage, implementation, administration, reporting and accountability. Constraints faced by the Village Government in Bantan District in managing ADD, namely natural conditions, lack of transfer of funds to the village, unavailability of materials, slow disbursement of funds, not in accordance with planning, rationalization, delays in disbursing funds, still not good human resources, weather changes, budget constraints , changes in material prices, late submission of accountability reports on financing limitations.
