Abstract
Air Putih Village Government in Bengkalis Subdistrict provides Direct Cash Assistance (BLT) to the community as an effort to help them overcome economic problems resulting from the COVID-19 pandemic. In determining the recipients of BLT, the Air Putih Village Government carries out several manual stages such as conducting deliberations. A decision support system is needed to determine the recipients of BLT more quickly and accurately, based on a website platform. This system is developed using the SMARTER method with ROC (Rank Order Centroid) weighting for each criterion and sub-criterion. The result of implementing the SMARTER method in the system is that the system displays alternative data in sequence based on rankings, which helps in determining the recipients of BLT. Out of 60 field data, the application of SMARTER in this system has an accuracy of 86.6%. The development method used is Extreme Programming.
