Abstract

This study aims to optimize the implementation of bridge watchkeeping on Ro-Ro vessels operating the Bengkalis–Sungai Selari route in order to prevent the risk of collision. Watchkeeping is a crucial element in ensuring navigational safety and must be conducted in accordance with the provisions of the STCW 1978 Convention (as amended in 2010) and the COLREG 1972. This research employs a descriptive qualitative method, with data collected through observation, direct interviews with watch officers, and document analysis. The findings indicate that the implementation of watchkeeping duties on Ro-Ro vessels operating the Bengkalis–Sungai Selari route has not been carried out optimally. Several procedural violations were identified, including the use of mobile phones while on duty, improper operation of navigational equipment, and a lack of focus and responsibility in carrying out duties. Moreover, irregular scheduling of watch shifts may lead to fatigue among crew members, which in turn reduces alertness on the bridge. These conditions contribute to an increased risk of maritime accidents, particularly collisions between vessels during navigation.
