This Final Project is a Step Toward Implementing Research This research aims to determine the role of customs in preventing the spread of illegal goods and to identify the obstacles faced by the Bengkalis Customs Office in carrying out this task. The main issues in this research are the role of customs in preventing the spread of illegal goods and the obstacles faced in the implementation process. The method used is a descriptive qualitative approach with data collection techniques through interviews, observation, and documentation studies. The data collection techniques in this research use the interview method for the targeted and related parties and the documentation method, while the data analysis technique uses a qualitative method which is then described descriptively. The results of the study indicate that the role of customs in preventing the spread of illegal goods is already functioning well, but in its implementation, there are still obstacles such as a lack of facilities and infrastructure, a lack of modern technology, a lack of patrol boats, a lack of customs officers, difficult geographical conditions to monitor, and a lack of public awareness regarding the spread of illegal goods. Bengkalis Customs Policy in monitoring and enforcing smuggling of goods is not only based on technical tasks, but also grounded in strong regulations from the Customs Law. From document and physical surveillance, the use of technology, intelligence functions, legal enforcement, inter-agency cooperation, to public education, all are
part of a comprehensive effort to safeguard the sovereignty and economy of the country. To overcome these obstacles, customs and excise needs to enhance or add to everything related to inspections or patrols. This study is expected to contribute to the role of customs in preventing the
spread of illegal goods.
