Abstract

This study discusses the problems in the complaint service at the Central Bureau of Statistics of Bengkalis Regency, which is still carried out verbally and recorded manually, often causing obstacles in follow-up actions, potentially resulting in the loss of important information, and hindering the monitoring of resolution status. To address these issues, a web-based complaint service application was designed to record, manage, and monitor public complaints in a structured and interconnected manner, with three main user roles: the public as reporters, administrators as data managers, and officers as complaint responders. The system was developed using PHP with the Laravel framework and MySQL database. Testing using the Black Box method showed that all main features worked as expected with full success, and trials on various devices and browsers proved that the application can easily adjust its display and be used on multiple devices, thereby helping the public submit complaints and assisting BPS Bengkalis in monitoring and following up on complaints quickly and in an organized manner.
