Abstract

The waters of Batu Ampar, Batam, are one of the busiest shipping areas that require effective and safe tugboat operations to support maritime safety. This study aims to determine the operational management of tugboats implemented by PT. Snepac Shipping Batam in supporting shipping safety and to identify the operational constraints encountered during towing activities. The research employed a descriptive qualitative method with data collected through observation, interviews, and documentation. The results show that PT. Snepac Shipping Batam has implemented operational management covering operational planning, human resource management, the application of Standard Operating Procedures (SOPs), safety briefings, communication and coordination systems, vessel and equipment maintenance, as well as operational supervision. These aspects contribute significantly to supporting shipping safety during towing operations. However, several challenges were identified, including unpredictable weather and water current conditions, technical failures of equipment, crew fatigue, and communication and coordination barriers during operations. To address these challenges, the company conducts continuous monitoring of water conditions, periodic vessel maintenance, proper crew work scheduling, and enhanced operational coordination. Therefore, the operational management practices implemented by PT. Snepac Shipping Batam have generally supported shipping safety in the waters of Batu Ampar, Batam.
