Sistem Pendukung Keputusan Seleksi Penerimaan Proposal Pnbp Menggunakan Metode Simple Multi Attribute Rating Technique

Non-Tax State Revenue (PNBP) at Politeknik Negeri Bengkalis is managed by the Center for Research and Community Service (P3M). However, the proposal selection process often faces issues of objectivity and transparency. This study develops a Decision Support System (DSS) based on the Simple Multi-Attribute Rating Technique (SMART) method to improve the efficiency of proposal selection. The system was tested on 12 proposals, with a ranking agreement of 83.33% between P3M's manual method and the system. SMART was chosen due to its structured, transparent approach that is easy to apply. Testing showed that 10 proposals ranked the same as the manual method, while 2 showed minor differences. These results indicate that the system can provide outcomes close to actual conditions and support more objective decision-making in the PNBP proposal selection process. Future research is recommended to compare the SMART method with other methods such as AHP or TOPSIS to assess the advantages and disadvantages of each method.
