Abstract

This study aims to examine the factors causing ship maneuvering constraints and the efforts undertaken to overcome them in the narrow waters of the operational area of PT. Pelindo Marine Service Tanjung Pinang. This study employed a descriptive qualitative method, with data collected through observation, interviews, and documentation. The results indicate that ship maneuvering constraints are influenced by several factors, including sea currents, wind, waves, limited water depth, dense vessel traffic, and human error. The most influential factor is sea currents, which are affected by tidal conditions. The measures implemented to address these constraints include pilotage services, the use of tugboats, the utilization of navigation technology, periodic hydrographic depth surveys, and improved communication and coordination among relevant parties. Among these measures, enhancing communication and coordination is the most dominant and urgent effort, as it plays a vital role in ensuring the smooth exchange of information regarding waterway conditions, vessel movements, pilotage operations, and tugboat utilization, while also supporting timely, accurate, and effective decision-making to ensure safe and efficient ship maneuvering
