Cargo ship loading and unloading operations entail high occupational risks due to the use of handling equipment, cargo movement, and interactions between the ship's crew and the stevedoring workforce. These conditions necessitate a strategic role for the duty officer in supervising operations to prevent occupational risks. This study aims to analyze the strategic role of the duty officer in preventing occupational risks during cargo loading and unloading operations at the SCN Kabil Port (PT. Garbantara Citra Perkasa, Batam). The study was conducted in May 2026. A descriptive qualitative method was employed, utilizing data collection techniques such as observation, interviews, and documentation. The results indicate that the duty officer plays a role in conducting safety briefings, inspecting the condition of cargo holds and handling equipment, supervising the use of Personal Protective Equipment (PPE), monitoring the ship's condition, and coordinating with relevant parties throughout the operation. The study also identified obstacles, including poor worker discipline regarding PPE usage, substandard equipment conditions, and a work environment that poses potential risks. Therefore, consistent supervision and effective coordination are crucial factors in preventing occupational risks during loading and unloading operations.
