Kinerja PBM dalam Optimalisasi Waktu Bongkar Muat Kapal Kargo Bermuatan Alat Berat di Pelabuhan SCN Kabil oleh PT. Garbantara Citra Perkasa

This study aims to analyze the performance of the Stevedoring Company (PBM) in the unloading process of cargo vessels carrying heavy equipment to optimize cargo handling time at SCN Kabil Port by PT. Garbantara Citra Perkasa, identify the constraints affecting cargo handling operations, and determine the efforts made by the company to improve its operational performance. This study employed a qualitative descriptive method, with data collected through observation, interviews, and documentation. The data were analyzed through data reduction, data presentation, and conclusion drawing based on the performance indicators of a stevedoring company, including cargo handling productivity, service time efficiency, equipment utilization, service quality, and occupational safety and security. The results show that the performance of PT. Garbantara Citra Perkasa in unloading heavy equipment from cargo vessels is generally good but has not yet reached an optimal level. This is reflected in the implementation of cargo handling activities in accordance with operational procedures, supported by coordination among personnel, proper equipment utilization, good service quality, and the application of occupational safety measures. However, several constraints were identified, including broken wire slings and webbing slings, crane derrick instability, delays in trailer arrivals, occupational accidents involving dockworkers (TKBM), as well as weather conditions and vessel movement. The company has made various efforts to improve its performance, including equipment inspection and maintenance, strengthening coordination, conducting briefings, implementing Occupational Health and Safety (OHS) practices, and monitoring weather conditions to improve the efficiency of cargo handling operations.
