Abstract

This study addresses the lack of discipline among crew members regarding the use of Personal Protective Equipment (PPE) during loading and unloading operations on the KMP Swarna Putri (Bengkalis–Sei Pakning route). The primary issue centers on deck crew members inconsistently wearing safety helmets and safety shoes, thereby increasing the risk of fatal injuries on the car deck. Conducted between March and June 2026, this qualitative descriptive study utilized observation, interviews, and documentation to formulate effective strategies for improving compliance. The findings indicate that crew compliance levels are suboptimal due to the pressure of tight operational schedules, physical discomfort associated with the PPE, a tendency to underestimate risks, and inadequate supervision and enforcement of sanctions in the field. If left unaddressed, this lack of discipline could lead to workplace accidents that disrupt operations. Effective strategies formulated include conducting a quick five-minute safety briefing prior to the first trip, supervision of the deck area by the Third Officer, holding monthly safety meetings based on real-world case studies, and implementing a policy of firm, tiered sanctions
