Abstract

A ship grounding incident in the waters of Tanjung Pinggir, Batam, can disrupt maritime safety, interfere with navigation routes, and potentially cause damage to vessels and the marine environment. KN. P 5249, as a patrol vessel operated by the Indonesian Sea and Coast Guard Unit (Kesatuan Pengawasan Laut dan Pengawasan/KPLP), serves as the initial response unit in handling such incidents. This study aims to determine the implementation of the initial response to ship grounding incidents carried out by KN. P 5249 based on the Standard Operating Procedures (SOP), identify the obstacles encountered during the response process, and examine the efforts undertaken to overcome these obstacles. This study employed a descriptive qualitative approach. Data were collected through observations, interviews with the captain and crew of KN. P 5249, and documentation. The collected data were analyzed using data reduction, data display, and conclusion drawing techniques. The results indicate that the initial response to ship grounding incidents was carried out in accordance with the SOP, beginning with receiving incident reports, preparing personnel and equipment, conducting an initial assessment, securing the incident area, and coordinating with the Harbormaster and Port Authority (KSOP), the National Search and Rescue Agency (Basarnas), the Indonesian Navy (TNI AL), the Indonesian Maritime Security Agency (Bakamla), and the salvage team. The obstacles encountered included unpredictable weather conditions, strong sea currents, heavy maritime traffic, and limited operational facilities. The efforts undertaken included improving personnel readiness through training, conducting regular inspection and maintenance of equipment, strengthening inter-agency coordination, and increasing surveillance in areas prone to ship grounding incidents. Therefore, KN. P 5249 plays an important role in enhancing the effectiveness of the initial response to ship grounding incidents, thereby supporting maritime safety in the waters of Tanjung Pinggir, Batam.
