Abstract

Advancements in information technology have driven the management of educational data toward greater structure and integration. At State Kindergarten 2 Bengkalis (TK Negeri 2 Bengkalis), the process of assessing child development is still conducted via manual recording, meaning data management and aggregation lack digital integration. This study aims to design and develop a mobile-based information system for monitoring child development assessments. The research employs the Research and Development (R&D) method using the Waterfall development model. The application was developed using Flutter and MySQL, with a REST API serving as the interface between the application and the database. Testing included Black Box Testing, REST API testing via Postman, and User Acceptance Testing (UAT) involving school operators, teachers, parents, and the school principal. Test results demonstrated a 100% success rate across 42 Black Box Testing scenarios and 20 REST API endpoints. Meanwhile, the User Acceptance Testing (UAT) yielded a user satisfaction rate of 78.44%, indicating that the application was well-received by users. The resulting application supports the digitalization of the child development assessment process, structured management of development reports (LPPA), and the provision of child development information tailored to each user's access rights.
