Abstract
This final project is a stage to carry out research that aims to discuss issues regarding the effectiviness of a small e-pas in the validity of fishing boat documents in Tembilahan. The formulation of the research problem is how effective the small e-pas is in the validity of ship documents in class IV Tembilahan KSOP and what are the inhibiting factors for the issuance of a small e-pas in Tembilahan Class IV KSOP. The place of this research wa conducted at KSOP Class IV Tembilahan. The method used is descriptive qualitative method, and data collection methods are observation, interviews, and documentation studies. The results of this study concerning the effectiveness of small e-pas in the validity of ship documents issued by KSOP Class IV Tembilahan are quite effective with the procedures issued by the SE from the Directorate General of Sea Transportation which have been carried out by the KSOP Class IV Tembilahan and which are felt by the fisherman are also very effectively and enthusiastically accept the small e-pas held by KSOP Class IV Tembilahan, fisherman also feel in processing ship documents online and the small e-pas is also easy to carry anywhere and the factors that hinder the issuance of small e-pas legal status documents, the second is the difficulty for the public to get information on understanding ship documents, the third is shipworthiness standards, and the administration of ship ownership.
