Proses Penerbitan Port Health Quarantine Clearance Untuk Keberangkatan Kapal Oleh PT. Sea Asih Lines Cabang Belawan

This study aims to examine the procedure for issuing the Port Health Quarantine Clearance (PHQC) for vessel departures by PT. Sea Asih Lines, Belawan Branch. One of the key aspects of ship operations is the possession of a Port Health Quarantine Clearance, which serves as proof that
the vessel has met the health and safety standards set by the authorities. Each PHQC document has a specific validity period, and delays in the issuance process can lead to postponed departures, affecting the shipping schedule. The data collection methods used in this study include observation, documentation, interviews, literature review, and questinnaire to obtain accurate and relevant information regarding the PHQC issuance procedure. The researcher also identifies the necessary steps involved in the issuance process. This study emphasizes that timely processing of the PHQC is crucial to prevent operational delays. The issuance process of the PHQC by PT. Sea Asih Lines, belawan Branch, has been conducted in accordance with the procedures set by the Port Health Office through the SINKARKES system, with complete and valid documents; however, several obstacles are still encountered, such as agent inaccuracy, limited IT facilities, lack of KKP officers, and issues from the ship’s side that affect the verification process.
