Abstract

Tanjung Kapal Roro Port on Rupat Island is the main crossing terminal to Dumai. The current traffic circulation conditions are not organized, with a mixed flow of crossing vehicles, delivery/pick-up, and pedestrians, causing congestion and delays. This plan aims to design an efficient circulation system through traffic volume survey, SRP-based parking capacity analysis, and level of service (ρ) evaluation. Peak traffic reaches 90 vehicles/hour. The parking lot is sufficient in size, but not functionally organized. The average service time is 0.44 minutes (cars) and 0.23 minutes (motorcycles), with waiting times of up to 34.5 minutes. The ρ values are mostly <1, but are close to saturation during peak hours. Separating vehicle lanes, clear parking zoning, dedicated pedestrian paths, and additional signage and traffic control are recommended.
