Pelaksanaan Pengurusan Penerbitan Dokumen Surat Persetujuan Pengeluaran Barang dari Tempat Lain dalam Daerah Pabean ke Kawasan Bebas oleh PT. Trimitra Mandiri Logistik Batam

This research is motivated by the crucial role of customs in regulating the flow of international goods, particularly in facilitating smooth export-import activities within the Batam Free Trade Zone (FTZ). The study aims to identify the procedures for issuing the Goods Release Approval Letter (SPPB) for shipments from the Domestic Area (TLDDP) to the Free Trade Zone, the obstacles encountered during the issuance process, and the resulting impacts on operational workflows. A qualitative approach is employed, utilizing data obtained from PT. Trimitra Mandiri Logistik Batam through observations and interviews with personnel managing the CEISA system—specifically within the company's FTZ03 division. The findings indicate that obstacles in the SPPB issuance process stem from technical issues with the CEISA system (system outages or overloads), data discrepancies, and communication challenges with clients. Measures taken to address these issues include early data submission (pre-lodging), the implementation of document checklists, the provision of backup internet connectivity, and maintaining information transparency with clients.
