Operational safety of vessels is a crucial aspect in supporting the smoothness of shipping activities, particularly for tugboats, which play a vital role in assisting ship maneuvering in ports. One of the main factors influencing operational safety is the implementation of safe manning, which refers to the minimum number and qualifications of crew members that must be fulfilled in accordance with applicable regulations. Proper implementation of safe manning is expected to minimize the risk of workplace accidents, improve operational efficiency, and ensure the safety of crew members, vessels, and the maritime environment. This study aims to analyze the implementation of safe manning in improving the operational safety of tugboats at PT. Gardatama Anugerah Segara Sejahtera, to identify the obstacles faced in its implementation, and to examine the efforts made by the company in enhancing the competence of its crew members. The research method used is a descriptive qualitative approach, with data collection techniques including observation, interviews, and documentation. Research findings indicate that the implementation of safe manning at PT. Gardatama Anugerah Segara Sejahtera has been carried out in accordance with the Minimum Safe Manning Certificate through the assignment of crew members based on the required number, competence, and certification standards. The implementation has proven effective in enhancing tugboat operational safety by creating a more efficient work system, reducing crew fatigue, improving coordination among crew members, and supporting the optimal execution of safety and operational procedures.
