Abstract
Panglima minal road is one of the roads in the city of Bengkalis. The problems that occur on the panglima minal road are theresult of the contruction of the puskesmas which causes an evaluation of the performance of the road segment. Therefore, it is necessary to do research to find out how big the value of traffic flow, vehicle speed and density value is so that the performance of the road segment can be known. This study uses the Indonesian road capacity guidelines method (PKJI 2014) and the Indonesian road capacity manual (MKJI 1997). Based on the results of the study, the degree of saturation was 0.45 and the speed value for the highest speed of a motorcycle vehicle 47.62 km/hour and the lowest speed was heavy vehicles which reached 23.81 km/hour. For the total traffic flow during peak hours for 2 days is 608 cur/hour.
