Abstract

This study aims to identify the factors that cause ships to arrive late at the dock and to improve the satisfaction of users of ship agency services. The problems faced include the limited length of the dock, ship queues, and technical disturbances on the ship such as main engine failure. This study uses a qualitative method with a descriptive approach through direct observation, interviews with operational officers, and field documentation. The results of the study show that: 1) Delays in ship berthing at the dock are caused by the limited capacity of the dock, which cannot accommodate many ships at the same time. As a result, ships have to wait their turn or re-anchor, causing the berthing process to be hampered. 2) Efforts to overcome delays in ship berthing at the dock include arranging ship arrival and departure schedules alternately to avoid ship congestion, conducting technical inspections of ships before entering
the port to ensure the ships are in operational condition, and increasing coordination with the port authority so that berthing times can be adjusted to the available dock capacity. 3) The obstacles faced include limited port infrastructure, especially the dock capacity which is
inadequate to accommodate many ships at the same time. In addition, the arrival of regular ships with fixed schedules and berthing priority often disrupts the schedule of other ships, causing them to re-anchor.
